• First, open the "Sid Meier's Civilization VI" folder in My Documents.
• Find and open the "AppOptions.txt" file in this folder.
• In the AppOptions text file, find the “EnableDebugMenu” line and replace the 0 next to it with a 1.
• In addition, change the CheatCode=0 line in the text file named "CivilizationIV.ini" to CheatCode=Chipotle.
• Save and run the game as administrator.
